France’s defence establishment is making a deliberate shift toward open innovation by creating a streamlined entry point for startups and technology innovators to collaborate with the country’s military and defence research ecosystem. The Agence Innovation Défense (AID) an innovation unit within the French Ministry of Armed Forces has developed a “Guichet Unique” or one-stop shop that simplifies how startups can engage with defence projects, dual-use technologies and public research collaborations. The initiative was prominently showcased at VivaTech, one of Europe’s largest technology fairs in Paris, where AID presented its open innovation strategy across sectors such as artificial intelligence, quantum computing, defensive cyber, space, and wargaming. The one-stop shop aims to reduce the bureaucratic hurdles that previously made it difficult for early-stage companies to understand which defence agencies to approach whether it was the Cyber Defense Factory, the Joint Directorate of Infrastructure Networks and Information Systems (DIRISI) or other defence innovation entities. Rather than requiring startups to navigate multiple departments with complex acronyms, the Guichet Unique provides a single entry point for interaction, guidance and proposal submission. Entrepreneurs can engage via in-person meetings at major tech events or submit their interests directly online, after which AID facilitates dialogue with relevant technical and strategic experts. According to agency leadership, the aim is not just procurement, but connecting high-potential startups with defence research and dual-use opportunities where civilian technology has strategic relevance. In its first year, the initiative received almost 75 project proposals in just the first quarter, with an annual throughput of up to 200 submissions a notable sign of growing startup interest in defence innovation. One startup example is Kayrros, a French data analytics firm that applied its satellite-data expertise to a dual-use project focused on detecting human activity patterns at scale, demonstrating how commercial innovation can transition into national security applications. Besides helping early-stage founders navigate defence innovation paths, AID has also helped secure significant grant funding reportedly guiding projects to access more than €20 million in support and in some cases align with France’s broader defence and technology sovereignty ambitions under programmes like France 2030. This initiative by the Agence Innovation Défense signals how government structures can actively support startup engagement with high-impact sectors like defence and dual-use technology. European startups particularly in AI, cybersecurity, quantum, space tech and advanced analytics can benefit from this gateway by gaining visibility, access to public R&D funds and opportunities to work within regulated ecosystems. At the same time, India’s evolving defence innovation landscape propelled by initiatives such as iDEX (Innovations for Defence Excellence) and growing interest in dual-use startups mirrors a similar trajectory where startups play a central role in strategic technology development.
