India’s ferro-alloy sector - a major supplier of manganese alloys, essential inputs for steelmaking - is confronting a significant shift in global trade after the European Union introduced a new set of restrictions on imports of key ferro-alloys from India and other trading partners. The measures, part of a broader EU trade defence framework, impose tariff-rate quotas and carbon-related costs aimed at protecting European steel producers while addressing environmental objectives, fundamentally altering market access for Indian exporters. Under the three-year safeguard regime implemented from 18 November 2025 through 17 November 2028, the European Commission has placed country-specific quota limits on imports of products such as ferro-manganese, silico-manganese, ferro-silicon and ferro-silico-magnesium. These quotas allocate a defined volume of duty-free imports based on historical trade patterns, while shipments exceeding quota or priced below established thresholds face tariffs under the EU’s tariff-rate quota system. Europe traditionally accounted for a substantial share of India’s manganese alloy exports, absorbing significant volumes of silico- and ferro-manganese in previous years. With quotas now limiting access and new carbon border adjustment costs due to the EU’s Carbon Border Adjustment Mechanism (CBAM), Indian producers are likely to see a squeeze on export volumes and growing pressure on pricing and profit margins. Exporters have indicated that 300,000-400,000 tonnes of production may need to find alternative markets if access to EU demand remains restricted. Market analysts note that this confluence of trade protection measures and carbon compliance costs is triggering ripple effects across global ferro-alloy trade. Indian ferro-alloy producers may need to adjust supply chains, explore new destination markets beyond the EU and reconfigure production strategies to mitigate the impact of tighter European import conditions. At the same time, domestic prices and inventory flows could face volatility as suppliers balance redirected exports with internal capacity.
